These things are hard to quantify. Building strong character would be difficult to witness... and building a strong squad, I assume this would be for Officers/Generals? If so, that's part of their job. Anything exceptional would be covered under the Outstanding Service awards, already. On the side, though, I do love the idea of getting an award that says "LEGGO".
